Nerve cells are often enclosed in a sheath of myelin, whose functions include containing nerve impulses within the cell and electric signals traveling more quickly

A. electric signals traveling

B. electric signals can travel

C. electric signals use it to travel

D. allowing electric signals to travel

E. allowing traveling of electric signals

"whose functions include containing ... and ...": this list needs to be parallel, so "allowing" is correct here. D and E left.

Correct idiom is "allow to do sth" so D is correct.
