If I recall I used a bit less than 1 inch because 1 inch at the top was too much space aesthetically and I couldn't handle it. Think of it this way:
1) They aren't going to measure
2) BUT presume they've just looked at a few dozen resumes with 1 inch margins and then yours, if it's different enough they'll probably notice
3) For the most part the margins is just to make the resume easier to read though, so if you think your resume is pleasant on the eyes with margins x,y, and z then I say go for it. Think the recommendation is just so people aren't trying to fit too much detail onto one page.
