By the last statement do you mean to say total packages that can be sent in 5 days ?
As per the current statement is unclear by saying that total package that can be sent on any one of the 5 days be greater than 19

The question stem says, "Does the total number of packages sent on any 5 given days exceed 19?"
I think it clearly means that the question is asking you whether the sum total of packages sent on any 5 given days (in total) exceeds 19 or not?

Critical information


There are at least 2 packages sent on each day and we are talking of 5 days.

Statements


(1) 12 packages are sent on one of the 5 days.
Let us take the minimum possible number of packages sent on remaining 4 days, so 2 packages on remaining 4 days.
Total = 12+4*2=20>19.......YES
Suff

(2) A different number of packages is sent each day
The minimum on any day is 2.
As each day we have distinct number of packages, the minimum on 5 days will be 2+3+4+5+6=20.
Again >19...YES
