I'm going to be less optimistic than these other two. You already have an MBA, and this is a big deal. Getting a second MBA is very rare in the US. Why do you need another one?

3.2 and 720 are both below average for either school, let alone for internationals. Work experience may be good, but may not be. You haven't told us anything relevant.

I think there are more negatives here than positives based on your initial post, and it will be an uphill struggle. I'm not saying it's impossible, but you better have a very good reason, very clear path, and execute perfectly

You have an interesting profile, although we are missing details here about what exactly you do and what your achievements are.
Your GMAT and GPA combination is low for these programs, so retaking GMAT is the need for the day

Regarding 1 year versus 2 years, it depends on your goals. Do you need an internship during the MBA? Also the pace of the program will differ vastly as will the cost. A teo year MBA will give you more time to explore opportunities, as compared to a one year MBA.

Most important, you should make a convincing argument on why you need a second MBA and why at this stage in your career

Regarding whether to apply to one or two year Kellogg program, I suggest you reach out to adcom to discuss and make sure you have the option- which likely you do- and assuming you do- I think you may have better odds on 1 YR. However, you are going to have to address why you even need a second MBA so make sure you have that down before reaching out to Kellogg adcom. It would help if the GMAT and GPA were a bit higher- so the place where you have to really shine is showing how your Work Experience is exceptional. Something about startup you can share that really accelerated your growth? Is there something you can bring to Kellogg that will set you apart and compensate for the lower than avg parts of your application? This is how you should be viewing your candidacy- looking for where you shine and then showcasing this!
