C. The government has not yet exhausted all of its prospective measures in regard to the Solomon Senior Care Act.In drafting any new reform, we should not penalize the most vulnerable among us.. Means there exist reforms which are already not included in SSCA
D. Alzheimer's is an ever growing problem among aging seniors of Bamia.Not discussed in argument

I will go with E.
Argument breakdown : Reforms in Senior Care Act are needed so that Seniors do not end up paying more than what they are already paying in order to take care of themselves.
E. Lets negate the statement. If the costs wouldn't have been too high, there would not have been any need to reform the current Senior Care act.
Since it is an assumption question we need to accept the answer choices are true. Option E adds a premise that supports reforms in the current Senior Care Act.


for negation we need to do the least extreme negation check. If the cost of senior care is just high and not too high then also the argument would hold true. hence the assumption is not correct, therefore the correct answer shall be C .

This choice is a trap because "should not increase the costs" could infer "the cost is too high". However, inferring that "The cost is too high" is too far and, in fact, there is no information indicated that the costs of senior care are too high for most seniors.



IMO, It is clear from the argument that existing Solomon Senior Act has flaws related to cost (need to implement, and supplement, reforms in the Solomon Senior Care Act that begin to bend the cost curve.), so they need to come up with new amendment. Hence E. Pls let me know the flaw in my understanding.

I chose E too but here is what I think now:

You are correct in saying that they need to come with new amendment and that's what the conclusion in the argument is stating that when they do come up with new amendment they must not increase the costs for seniors.. This means that that govt has not exhausted all of its ways [Option C] That's when what is given in the conclusion can be implemented, right?
Flaw in your understanding: Need to come up with new amendment has led you to a conclusion that Option E is right, which is costs of senior care is currently high. How?
It could be possible that the cost may/may not be high currently. The argument does say that there must be a new amendment based on the flaw related to cost (as you mentioned) but that doesn't indicate anywhere that the cost of senior care is high. We really don't know what the cost problem is.

C. The government has not yet exhausted all of its prospective measures in regard to the Solomon Senior Care Act. -Correct. If the government hasn't exhausted all the measures then it can take a few more steps towards the betterment of the Act.
D. Alzheimer's is an ever growing problem among aging seniors of Bamia. -Out of scope
E. Costs of senior care are currently too high for most seniors. -We don't know this from the argument. The conclusion of the argument is regarding the improvement of the reforms in the Act.

Eliminate- too strong wording- senior care is a priority but the passage does not state that it is the top or only priority

IMO it is E

Reasoning: The sentence "reforms in the Solomon Senior Care Act that begin to bend the cost curve. In drafting any new reform, we should not penalize the most vulnerable among us by increasing their costs because they are older or sicker."

The phrase "current Solomon Senior Care act...bend the cost curve" followed by "In drafting new reforms..." assumes that the current pricing is high and, hence, the new reform is needed else no need to reform the Solomon act.

The OA is given as C, which is correct in that it says that Government still has scope to implement reforms in the Act. Had there been no scope at all for reformation, then drafting reform would not have been possible.

B introduces outside information so it can be discarded. D does the same and is irrelevant. A also introduces new information, the passage never mentions that senior care is the Bamian government’s top priority. E and C both look good but E should be discarded for being too extreme. The passage does not imply that the cost of senior care is too high for most seniors, it just says that the seniors are the most vulnerable. In saying that the leaders of Bamia need to bend the cost curve, the passage assumes that it can be bent further. So, C is the right answer.

Good question but in (C) there may be some flaw
Even If the government already exhausted all of its prospective measures, they still have the opportunity to find new measure outside of government. So in some point of view (C) could not be the right a
