You ask an important question - but there isn't a 'one size fits all' answer. Some Test Takers choose to start the GMAT with their 'better' section, so that they can build up some confidence before starting the second section. Others would rather start with their 'second-best' section, so that they can attack that section while they have the most energy and are the most alert.
There are other factors to consider of course, including how long it might take you to 'settle down' once you begin the Test, how you will feel after the first 'break', what you could potentially do on that break to 'recharge', etc. As you continue to study, it's important to take your CATs in a realistic fashion (take the FULL CAT - with the Essay and IR sections, take it away from your home, at the same time of day as when you'll take the Official GMAT, etc.). You can also experiment a bit with which section you take first - and even when you begin your Exam - so that you can determine the best 'options' for YOU to maximize your overall performance.
