I don't think it's bad, but where did you get this information? Their website still reflects 12th September as the EA deadline.

Due to the threat of damage from the storm, the Duke University campus was closed on September 13 and 14, a disruption that has slowed our ability to process applications submitted in Early Action. We realize that many of our applicants were also impacted by the storm, and thus in order to compensate for any difficulties or delays you may have experienced as an applicant, we have decided to extend our Early Action application to Monday, September 17, at 5 pm EST.
We hope that providing this extension will provide anyone who faced unexpected delays an opportunity to submit an application in time for Early Action consideration. This does not impact our application deadlines for our later rounds."
