Not x but Y is idiomatically correct, hence answer must be (D)

Idiom used: Not X but Y

(A) not from their significance as perpetrators of suburban crime

(B) although they are not a significant perpetrators of suburban crime

(C) not in that they are significant as suburban perpetrators of crime

(D) not because they are significant perpetrators of suburban crime --> Not X but Y. X and Y are parallel

(E) not because being significant perpetrators of crime in suburban areas

The only answer choice that has a correct parallel expression is answer choice D (not because they are significant perpetrators of suburban crime but because they [...]).
Therefore, (D) should be the correct answer.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



This is a question of parallel structure. Because you have ‘but because’ not underlined, you need a parallel form using the word because. The correct idiom not because x, but because y appears in two answers: D and E. Now you have to go to the second mistake in parallel structure. Not because they are x, but because they are y. Choice E does not have this structure. Choice D is the correct answer.
