A, B and C incorrectly refers to policies instead of hitler. Eliminate.
D has meaning error. Hitler did not the deaths, his policies did. cannot change the original meaning of the sentence.
E should be correct.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



This question involves a dangling modifier. Were the policies Germany’s most infamous leader? No. Then they should not go first in the second part of the sentence. That eliminates choices A, B and C. Choice E is not as efficient as D. Choice D is the correct answer.

Can you please chim in with your thoughts about choice E? As per Manhattan, it is not efficient as choice D? What does that mean?

D: Hitler caused millions of death-deaths may be accidental or may be actively pursued.

E: Hitler pursued policies which led to millions dead. This options conclusively identifies that Hitler pursued policies which led to deaths.

I assume meaning and context beats concision.

I think E should be the answer. What am I missing???

Please provide more clarification regarding the choice D and E

As per the explanation, E is not effficent than D , is not justifiable.

THAT should refer to a singular noun, but here it is referring to policies (plural). so choice E is incorrect.

Doesn't option D changes the meaning entirely? His policies were responsible for the slaughtering 6 million Jews but option D states, he himself was responsible. Confused between D and E

A B C is wrong (Modifier issue).
D changes the meaning. It tells that Hitler caused the slaughter, as per the intended meaning , policies have caused the slaughter.
So E should be the answer
