I picked (E) but answer should be, without a doubt, (A).
If we read the conclusion, it states that the number of incidence will decrease in 6 months.
And (A) states that the prevailing technology is powerful enough to diagnose cancer in 6 months or less.
Hence, using technology, the total number of incidence of cancer can be figured out.
Without the support of technology we can not figure out the number of incidence of cancer and hence will never figure out whether the number decreased or not.
