The key to answering this question is determining what preposition to use at the end. Is it surveillance by someone against/to/of something? All the choices here are passive, so you cannot rewrite this sentence using the active voice. The correct expression is ‘surveillance of’. Only choice B is correct.

I'd like some feedback on my line of reasoning:

A) is wrong because the word: increasing is a progressive tense: which would have to imply that the surveillance is still being increased. We can't discern that from the sentence.
B) the tense structure seems correct
C) both progressive - would imply that its still ongoing - same logic for a. so C is also wrong.
D) increasing implies progressive - the nature isn't ongoing.
E) I played this by ear - a drastic crime decrease just sounds awkward.

I got the correct answer, but I'm afraid my line of reasoning is a little off. Would like to learn to stop getting these answers correct by just playing by ear.

Anybody willing to help?
