B seemed to be the second most selected option. It is wrong because it is not direct or explicit. 'If this will not reduce the popularity of students' is a condition that doesn't imply parking policy is unpopular among faculty.

The result mentioned in the last sentence of the question is the result after any proposed changes. Either faculty will like it or the students will. Therefore, if it is popular with the faculty, it will be unpopular with the students. And if it is unpopular with the students, then a new policy would be needed.
