Let's break down our passage.
1. parking unpopular with faculty --> should be modified
2. parking unpopular with students --> adopt policy
3. either 1 or 2 above is true

As we're asked what 'must be true', we'll see which of the answers must derive from the above statements.

A) We should attempt to popularize this parking policy among either the faculty or students . The statements talk about modifying/changing the policy and not popularization.
B) We should modify this parking policy only if this will not reduce its popularity among students No. We will modify the policy if faculty don't like it, irrespective of students' opinion.
C) We should modify this parking policy if modification will not reduce its popularity with the faculty No. changing/modifying a policy is contingent on current popularity, and not predicted future popularity
D) If this parking policy is popular among students, then we should adopt a new policy. If it is popular among students, then it must be unpopular with faculty so we will modify it, not change it.
E) If this parking policy is popular with the faculty, then we should adopt a new policy If it is popular among faculty, then it must be unpopular with students so we will change it.

(E) is our answer.

since it is bound to be unpopular with one
then if it is popular with faculty then it is unpopular with students hence adopt new policy
IMO--E
correct me if my reasoning is wrong :)

B seemed to be the second most selected option. It is wrong because it is not direct or explicit. 'If this will not reduce the popularity of students' is a condition that doesn't imply parking policy is unpopular among faculty.

The result mentioned in the last sentence of the question is the result after any proposed changes. Either faculty will like it or the students will. Therefore, if it is popular with the faculty, it will be unpopular with the students. And if it is unpopular with the students, then a new policy would be needed.
