The Q tests us on following aspects:-
1) VERB:-
the object is CLAUSES and both the VERBS refer to it..
So lie and make should be PLURAL...
A,B and C are out for singular 'lies'..
D is out for singular 'makes'..
2) That/Which..
here the 'result from civil unrest.' is an essential phrase so 'THAT' is required..
B and D are Out..

Only E is left

I guess the subject is fine print , which is singular so it should take the singular verb Lie. (Note Lies is the plural form of lie)
and then in the second clause the "that" refers to clauses and it should take the plural verb make.
Thus, we are left with only option E.

Please correct me if I am wrong.

The construction of the sentence is in "INVERTED Form". The object- Prepositional Phrase - is specified first in the original sentence.

The main clause is - "The clauses lies In the fine print at the end of the document" and the subordinating clause " That make us liable for any expenses that result from civil unrest"

In the this construction, the sentence introduces pronoun ambiguity for "WHICH". The antecedent "Clauses" is placed too far from pronoun "Which".

By inverting the sentence as stated in the original format will overcome the pronoun ambiguity error.
The original subject for main clause is "CLAUSES" (plural). Accordingly, Subject-verb agreement has to be placed.

C. lies the clause that make us liable for any expenses that
Notice that the subject for the verb "make" (plural form) is "clause" (singular).

Hope this will help you to understand that in this construction, there is subject-verb agreement error.
