I'll try my best to explain why C is incorrect.

Autism is a disease in which a child may be severely retarded, have problems speaking -- Tense wise, if austism is a disease, then a child has a problem breathing

Moreover --> and also bizarre behavior is redundant

(C) Autism is a disease in which a child may be severely retarded, have problems speaking and also bizarre behavior and it occurs --- Issue with parallelism

(D) A disease causing severe retardation, speech problems, and behavior may be bizarre, is autism which occurs ------------ problem with parallelism and sentence structure. There is no need to invert the sentence structure

(E) Autism, causing severe retardation, speech problems and bizarre behavior, and occurring -------- There is no working verb in this sentence and hence it is a fragment

The sentence has problems with structure and parallelism.

Option B gets both of them right and is the correct answer IMO.

The first and most important issue that can be seen here in the prompt is of Subject - Verb agreement.

Subject 'Autism' is singular but the verb 'occur' is plural. So definitely wrong.

Though not the biggest fan of this answer because of the phrase 'children in severe' but it is the best answer out of the lot. Hence Correct

This should be rejected because of change in meaning as here Autism is being stated as a disease and that is not what was mentioned anywhere in the prompt.
Apart from this, 'it' pronoun is ambiguous as we are not able to apprehend to which noun in specifically is it calling back to.Hence because of these reasons this option is Incorrect

Same disease related problem as in C. Other errors are also there such as 'A disease ...... is autism'. This seems to be a very awkward construction of a sentence. Apart from this, we should also have 'that' instead of 'which'. So because of these reasons the option is incorrect
