i solved quesiton using 2x2 matrix if you see #1
Of the families who live in the town, 2,980 own a car.
we get

no car--- ------ ---
total ----]----3000
insufficient

Of the families who live in the town, 2,970 own both a car and a television set
---tv--- no tv----total
car-- 2970--- --2970
no car--- ------ --- 30
total ---- ----3000
again insufficient
from 1&2
---tv--- no tv----total
car--2970--10---2980
no car--- 10/20------ 10/0---20
total 2980----20/10----3000
sufficient

Total= A+B-Both A&B+Neither A nor B.

Given: Total: 3000
We have to calculate =Neither A nor B.

Statement1
All having car, few of them might have TV =A= 2980.
Not sufficient.

Statement: 2
Both having car and TV= A&B: 2970.

Statement 1+2
3000= 2980+B-2970+Neither A nor B.
Neither A nor B +B= 20
Now we don't know the value of B.

Not sufficient.
E is answer.

Why did you split 20 equally? What 0 families did not have a car and 20 families did not have a tv or vice versa?

I presume there is a typo; we do not have info to fill the No-Car row.
Furthermore, we do not have total # of TV also.

What we have is that
Total = Cars +TV - Both + Neither
3000 = 2980 + TV - 2970 + Neither
2990 = TV + Neither
Neither = 2990 - TV; insufficient because we do not have # of TV
