Target question: What is the thousandths digit of decimal d?

Statement 1: The tenths digit of 100d is 3.
Let's look at a few examples to see what happens when we multiply a decimal by 100...
If d = 1.2345, then 100d = 123.45
If d = 49.876543, then 100d = 4987.6543
If d = 0.008, then 100d = 0.8

Conclusion: the thousandths digit of decimal d = the tenths digit in decimal 100d
So, if the tenths digit of 100d is 3, then the thousandths digit of decimal d is 3
Since we can answer the target question with certainty, statement 1 is SUFFICIENT

Statement 2: The hundredths digit of 10d is 3
Let's look at some examples for this situation....
If d = 1.2345, then 10d = 12.345
If d = 49.876543, then 10d = 498.76543
If d = 0.008, then 10d = 0.08

Conclusion: the thousandths digit of decimal d = the hundredths digit in decimal 10d
So, if the hundredths digit of 10d is 3, then the thousandths digit of decimal d is 3
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

Answer: D

decimal d = \(0.abcd\)
thousandths digit of decimal d = c

statement 1:
\(100*d = ab.cd\)
tenths digit = c = 3
sufficient

statement 2:
\(10*d = a.bcd\)
hundredths digit = c = 3
sufficient

2 = hundreds digit
3 = tens digit
4 = units digit
5 = tenths digit
6 = hundredths digit
7 = thousandths digit
and so on...


Say d = 3.45a8

a = thousandths digit of d
We need the value of a.

(1) The tenths digit of 100d is 3.

100d = 100 * 3.45a8 = 345.a8
Then tenths digit of this number is a. We are given that a = 3.
Sufficient.

(2) The hundredths digit of 10d is 3.

10d = 10 * 3.45a8 = 34.5a8
Then hundredths digit of this number is a. We are given that a = 3.
Sufficient.

A statement is sufficient if it allows us to answer the target question with certainty.

In this case the target question is: What is the thousandths digit of decimal d?
As you can see, it's impossible to answer this target question without additional information.
So, as it stands, the answer to the target question can be 0, 1, 2, 3, 4, 5, 6, 7, 8, or 9

Statement 1 tells us that the tenths digit of 100d is 3.
From this information, we can be certain that the thousandths digit of decimal d is 3
In other words, we can answer the target question with certainty.
So statement 1 is sufficient.
