The reason is also that the AdCom/Financial Aid office is waiting on accepted students with scholarships to decide if they are going to matriculate, and therefore use the money towards their education. Many students who get in but are put on the scholarship waitlist, such as yourself, do end up getting money because seats at the school themselves become available.
For those accepted students who do not get scholarship money, they can certainly reapply per the school's policy. Sometimes that works out too or at least may potentially move you up onto the waitlist.
If finances are a concern, I would also recommend applying for outside scholarships too as you never know what qualifications and applicant pool exists in the third party world. In most cases, that will have no bearing on your standing on the scholarship waitlist for Johnson (or any other schools to which you have been accepted.)
