Low GPA - Any Experience Applying When GPA is Below Eligible

Hi,
I just wanted to ask if anybody has any insights on applying to schools with a low GPA (below what they define as eligible)?
Specifically, I note that in NYU and Columbia, eligible candidates are those with a GPA of 3.2 and 3.0 respectively.
A little background about me: I took up BS Mathematics in UP Diliman (consistently ranked the top university in the Philippines; BS Math is considered an honors program) and garnered a total GPA of 2.4. This is low but I want to note that the course was actually very pure-Math heavy (around 80% of my majors were proof-heavy theoretical Math classes). I took applied classes when able and got 3.6-4.0’s in subjects like applied statistics, economics, etc. but they were too few that they didn’t pull up my overall grade much.
I also recently took the GMAT and got a 720 - Q50. I also have a strong 3 year background in data analytics in the #1 telco in the country, where I’ve had significant role changes and a promotion within those 3 years.
Here’s my question: my GPA is not good but I think I can somehow make up for it with my GMAT and work experience. I’m also fairly confident I can make a compelling case with my essays and interviews. However, will I even be allowed to apply to these schools? How strict is the undergrad GPA cut off? Is there a way I can get adcom to even consider me or am I wasting my time? Thank you very much. I’d really appreciate any input.
