Let’s say John's total budget was 100 dollars. Since he spent 72% of his budget on fruits (including apples), and 54% of his budget on apples, he spent 72 dollars on all fruits and 54 dollars on only apples. Thus, he spent 72 - 54 = 18 dollars on fruits other than apples.

Thus, the percentage of money spent on fruits that was not spent on apples is:

18/72 = 1/4 = 25%

Money spent on fruits = 72%
Money spent on apples = 54%
Money spent on fruits other than apple = 18%
Percentage of money spent on fruits spent on fruits other than apples = 18%/72% = 25%
