The sentence si reported speech , and to make it parallel with "had implemented" we need a past form of will --> would

leaves with D and E
it would have tried is incorrect as it says that the govt has already tried
Only correct form is E

The health commissioner said that .... and,...., it will try to prevent the outbreak from recurring in the future.
You need a second that to maintain parallelism said that and that... --> eliminate A, C, D.
B uses wrong tense to make prediction in future hence eliminate B

It is talking about future so will use a future tense
POE BCD

From A & D
try brings in hypothetical situation hence use of would is recommended

Hence IMO E
