Upon reading the question, you may realize that organization president is assuming that because certain materials are recycled, that they are able to be recycled again.
Organization president: The stationery and envelopes used in all of the mailings from our national headquarters are made from recycled paper, and we never put anything but letters in the envelopes. When the envelopes have windows, these windows are also made from recycled material. Therefore the envelopes, and thus these mailings, are completely recyclable.
Which one of the following is an assumption on which the organization president’s argument depends?
(A) All the paper used by the organization for purposes other than mailings is recycled.
It does not matter whether the paper described in the text, or the all the paper used by the organization, or any other paper for that matter, is recycled.
(B) The mailings from the organization’s national headquarters always use envelopes that have windows.
The mailings may or may not use envelopes with windows. Even without windows, the envelopes are still made from recycled material.
(C) The envelope windows made from recycled material are recyclable.
Here we go. And back to the original point, the organization president is directly assuming that because some part of the envelopes is made from recyclable materials, these envelopes are in fact recyclable. However, nowhere in the information provided does it state that recycled material is recyclable.

This does not matter. The information given states that these materials are recyclable, not recycled.

It could also come from its regional headquarters....
