First of all, the question seems to have a typo: "... nearly fifteen [percent?] of the nation's gasoline sales." This sentence was also apparently taken straight from
a news article, leading me to question whether this is an actual GMATPrep question. If anybody has seen it in the actual GMATPrep software, please let us know?
Regardless, I think your analysis is spot on! The new company
would control nearly fifteen [percent?] of the nation’s gasoline sales, but it was not formed
for the sole purpose of controlling nearly fifteen [percent?] of the nation’s gasoline sales. So (A) doesn't contain a clear grammar error, but the meaning is definitely off.
