Going with the first split - When/with/due to/because/as a result..
... that [modifier], the turtles become...

B,C and E signifies that the turtles are with the fall weather turning cold.. or turtles are due to the fall weather turning cold.. same with "as a result" - eliminate B,C and E.

Going with the last split - dips/dipping : "dips" is a verb, while "dipping" is a participle, so what we need ? If we use "because" we need a clause to follow it, so eliminate D. In A, "dips" make what follows the "when" a clause - select A.

A gives the best combination of 'when' and 'the turtles become...' rather than using the participles in the other options.

B,C,D are the gmat patterns signaling that the option is wrong.
E is awkward and passive.

i do not know why b is wrong.
with+noun+doing can show the context of main clause. so, why b is wrong?

b is wrong because with+noun+doing show a context of main action. this context gramatically exist before main action. so, the pattern is not correct to show the meaning of simultaneousness of two actions. when is logically used to show the simultaneousness.

First of all, I don't think this question looks very similar to a real GMAT question.

The most glaringly wrong thing about (D) is the phrase "weather temperature." We're supposed to be talking about the water temperature.

Even assuming there's a typo in the answer choices and they do say "water temperature" the verb phrase is not correct.

(A) Bob explained (past tense) that when X and Y happen, turtles become (present tense) sluggish.

(D) Bob explained (past tense) that because ("that because" .... awkward) of X turning and Y dipping, turtles become (present tense) sluggish.
