Thank you for your post. This is a little difficult to answer without any context or school / profile information, but it is likely that you would be better off applying early in next year's cycle than trying for Round 3 this year -- especially if you are applying to programs outside of your home country (as some schools / countries have visa cutoffs and encourage international applicants to apply earlier or by a certain round) and if you are hoping for some degree of scholarship money (as you seem to have indicated, as certain schools have earlier scholarship cutoffs and/or more funding is available earlier on).
We encourage you to review these factors on a school by school basis, along with reviewing class profile information (e.g., what type of GMAT score would make you competitive at a given program) and other requirements (e.g., TOEFL scores). Even if you are still technically okay to apply in Round 3 (like if you or the school still think you could get a visa in time to start in August of 2021), Round 3 is a very very difficult round (and projects to be especially so this year with applications up). So all in all, and again without knowing anything else, odds are that you are likely to be better off executing a deep and proper application strategy over the course of 2021 and applying early in that cycle (e.g., Early Rounds or Round 1) rather than Round 3.
