I think that one can easily come down to choices D and E. What I find difficult to understand is the intended meaning of the author in the original sentence.
Is the author trying to compare the private houses, war memorials and public layouts in UK vs the other of his designs in New Delhi? If yes, then E does not have any grammatical error and this is ought to be the right answer.
If the author is trying to compare the the private houses, war memorials and public layouts in UK vs New Delhi itself, then this comparison itself is not parallel.
It is like telling Luytens designed apples, oranges and grapes not only in UK but also in other parts of the world, most important of which was German car, known as Luytens car.
In my opinion this is one of the ambiguos questions.
