I found this question not good..if B is answer.

There is never a 100% customer satisfaction, Option B talks about some foreigner only not about all foreigners...

So we cannot say that plan will not work..

 "Some" Vs "Almost all" and both are with respect to foreigners and both are talking about navigation and both wants to help tourist

but guess what "some" is greater than "Almost all"

agreed. if the number of "some foreigners" is 2 and the total tourists coming to the US is say 10000, I would say the plan has definitely worked.

I agree. Why can't it be D? if MOST of the American citizens want to utilize the technology, and only SOME companies are targeting foreign tourists, how can the program successfully target tourists?

I think this is a poorly worded question, option B merely states 'Some' may not understand English, now some could be 1 or 100, which can imply many tourists still understand English, in which case plan seems like a success, the option should have been 'Many/Most', or better way would have been to make it an assumption question, and valid answer choice would have been 'Many/Almost All/Majority' of the travelers understand English

Hi Anshuman

We must keep in mind that we need to weaken the conclusion as derived from the premises given in the stimulus. Therefore, our weakener must weaken the line of reasoning that says:

Rental car agencies install satellite-guided navigation systems --> to target foreign tourists and travelers unfamiliar with the United States.

Option (D) merely states that many Americans will also want to take advantage of these systems. Whether Americans make use of the system or not, a satellite guided navigation system that calls out directions in English will definitely be an attractive proposition for foreign tourists (note that the stimulus only talks of "attracting" tourists, not "serving" or "helping"). Therefore, option (D) does not impact the conclusion. Whereas option (B) states foreigners may not be familiar with english - if so, a satellite guided navigation system that calls out directions in English will be less attractive to foreign tourists. Hence, option (B) is the better option.

Hope this helps.
