I think C has a split infinitive problem - "allowed to closely view"

Interesting one...

A.where, for a premium price, fans are allowed to view the action from the sidelines closely.
B.on the sidelines where, for a premium price, they are allowing fans to view the action closely.
C.where, for a premium price, fans will be allowed to closely view the action from the sidelines.
D.close to the sidelines where fans can view the action for a premium price.
E.where, for a premium price, fans are allowed to view the action closely from the sidelines.

C or E
I think they differ in the place of the modifier/adverb 'closely'
closely is modifying view (verb) not the action (noun)
C is my choice.

Where has to refer to an actual place and the reference is incorrect in all but D.
