Horace Mann's leadership methods and his areas of reform - the separation into classes by age, the reduction of flogging, the establishment of state-wide school systems instead of local districts - was as radical in his own time as it is standard for ours.

(A) was as radical in his own time as it is Incorrect

methods and areas plural, was singular form

(B) were as radical in his own time as they are Correct

(C) has been as radical to his own time as they are Incorrect

methods and areas plural, has been singular;
present form wrong

(D) had been as radical to his own time as it was Incorrect

pronoun error - it refers to methods and areas

(E) have been as radical in his own time as Incorrect

present form wrong - his own time indicates past

Must be (B)

Split-1
Subject"leadership methods and his areas of reform" is plural, so verb shall be plural. Eliminate A, C & E

Between B & E, simple past tense is preferable than present perfect tense.
