The scout vessel travels 70 miles downstream, turns back and meets the larger vessel. The sum of the distances covered by the two vessels during the exercise is 70*2=140 miles of which the larger vessel covers one-third and the scout vessel two-third. Distance covered by the scout vessel is 140*(2/3) and the time taken is 140*(2/3)/28 = 10/3 hrs.
