Number Properties:

We need to make the engine lifts in multiples of 8 because we have 8 pulleys per box. So this means we end up needing to make 24 pulleys and 56 levers at a time. Then any multiple of 56 is viable for this configuration. Only I is a multiple of 56.

NOT

I. 56 levers = 8 lifts = 24 pulleys. 24 is a multiple of 8. A and E are wrong.
II. 84 levers = 12 lifts = 36 pulleys. NOT a multiple of 8. C is wrong.
III. 196 levers = 28 lifts = 84 pulleys. NOT a multiple of 8. B is wrong.

Answer choice D.

Everyone seems to be agreeing that 56 levers can be used, but not 84 and 196.

The question is asking for which numbers CAN'T be used. Only D captures the numbers that can't be used.
