III. 196 levers = 28 lifts = 84 pulleys. NOT a multiple of 8. B is wrong.

Answer choice D.

Everyone seems to be agreeing that 56 levers can be used, but not 84 and 196.

The question is asking for which numbers CAN'T be used. Only D captures the numbers that can't be used.
