The Organization for Economic Cooperation and Development in Finland requires that all teachers have master’s degree and funds the same to ensure that its teachers impart high quality of teaching.

I have a problem with the OE given.

The existence of the verb “requires that..” triggers a subjunctive form therefore the subject that follows HAS to perform the ensuing actions in plural verb form.

I have a question regarding your answer. Who is it that should fund the teachers’ masters degree? If it is the teachers themselves, then you have to use the plural “fund”. If it is Finland, then it is still “fund” because we are in subjunctive mood.

I think in order to labour about meaning of the sentence, you may have introduced a grammatical error unfortunately. Please explain clearly the difference between A and C, as the only difference is the plural and singular form of “fund”, and why the singular is correct in your opinion?

I am happy to change my opinion on this provided a reasonable explanation for the difference is given.
