Be careful; the subjunctive is not a switch we turn on that affects the entire sentence. Look at the broader structure: The OECD requires X and funds Y. Only X is in the subjunctive, so it would be incorrect to say "fund."

However, this question does have a problem in its use of "the same." First, this usage is not standard in US English. Second, the GMAT will always provide a clear antecedent for any pronoun or pronoun-like phrase. An official GMAT question would specify exactly what is being funded, e.g. individual teachers' tuition for master's programs.

Also, it's not clear how the OECD (an international organization) is in charge of teaching requirements and funding in Finland. When we say "its teachers," it almost sounds as if these teachers belong to the OECD, not to Finland.

I’m confused. Why is E not right? The ing modifier perfectly explains the context of funding (resulting from requirements of OECD) whereas A makes it seem as if the funding is an independent action with the use of parallel marker “and”

A. degree and funds the same to ensure
Even though to the ear it feels wrong this has the tense and meaning right

B. degree, funds the same, and ensures
This gives the meaning as though the teachers has to provide the same

C. degree and fund the same to ensure
Fund has to be plural , hence out

D. degree, funds the same, ensuring
Same reasoning as A

E. degree, funding the same to ensure
tense issue between fund and ensure
Hence IMO A
