that strict eh? wow! Yeah, I'm always surfing the web (my job is to collect data), so while they do track, they don't really care that much.
Ya more than a few people I work with have had letters in their file for surfing during the day. Its a slap on the wrist as long as you aren't doing something to make money (day trading), looking at porn, visiting hate sites, gamble, or basically anything your wife would probably frown upon.
They block personal email accounts, you can't open yahoo, gmail, or anything like that. They block youtube, myspace, facebook, and all those kinds of sites. It pretty much is big brother. They put printouts of what you did in the file. As long as you aren't going to certain types of sites you can get away with it but message boards are things that are tracked automatically, so is ebay (thats a common one people get caught on).
And they say government workers waste the tax payers money. I get out of work at 3pm and if I sign on aim when I get home half my friends who are at work start conversations about how they are surfing the net and send me links to stuff.
