I disagree. In that case, municipal "would have" is better choice than "will had"
C is the best.

X2suresh, could you explain why you chose past perfect over simple past in B. What are the two time frames involved?

you are right.. reality is reality.. I don't think we have powerful reality or powerless reality.

Other options are even worse.. (truely speaking..All options look bad)

It's better we shouldn't waste our time on this question..
