D: are paid higher wages, the standard of education can improve

I want to understand If..Then application. I applied the Original Question logic to this question and I failed. Can someone please provide guidance?

These two are distinct ways of using the "If then" condition. Grammatically both are correct but they imply different things.
If A happens, then B happens. - this is a fact. This is how it always happens.
If it rains, the ground gets wet.
If A happens, then B will happen. - B will happen if the condition in A is met.
Now that we have removed the covers, if it rains, the ground will get wet.
In the original question, if plants extend...they grow... - this is what will always happen. It has been proven.
In your question, if the teachers are paid higher wages, the std of education will improve. - the std of education will improve if the condition of higher wages is met.
