A looks better.

C and D do not have a clear referent for 'they'.

But A is not without fault too. A makes it sound like the customer are issuign replacement cards, instead of the banks.

Karun, can you post the entire question and let us see what other choices there are? :-D

Assuming that these are the best possible choices, I pick C because in D we have subj-verb agreement problem
d) The customer will not be responsible for transactions made with lost or stolen credit cards after they are issued replacement cards.
Should be: he (the customer) is issued...

(D)Responsibility for transactions made with lost or stolen credit cards will not be the customer`s after he issued replacement cards.

(E)The customer will not be responsible for transactions made with lost or stolen credit cards after time as they will have issued replacement cards.

Why A is wrong?

After introduces a dependent clause...there is no verb present in there in the dependent clause starting with AFTER

The customers cannot issue replacement card for themselves so the answer A is illogical. The OA is C
