Are the gmat club tests (either verbal or math) harder as the number increases (ie. M#25 is harder than M#1) or are they all relatively the same?

Can tell you about math:
Relatively the same above average difficulty level. However, few of them are very difficult while some are less difficult. All scattered though. Authors Dzyubam/bb can answer this more precisely.

Neither Verbal nor Quant Tests are ordered by difficulty. Some tests are indeed harder than others, but there is no relation to the order of the tests.

You have to log in on the Tests page itself:
https://gmatclub.com/tests/

After you log in with your username/password, you should be able to take any test you want. Your username has access to all tests.
