What is clat? I would strongly advise you against posting Non standard / non GMAT questions here. This is a forum for gmat prep. Im annoyed that i wasted 3 minutes on trying to figure out this one. You may confuse other folks by posting these questions here and waste their time too.

if you want to learn CR then learn the GMAT questions and ask relevant doubts.

seems as if you aren't interested in helping me out.
as far as the other folks are concerned i'm sure they are smart enough & decisive & won't get perplexed by the unstandardised questions.
anyways, i won't be posting such unstandardised ques. again & sorry as u had to waste 3 min on solving it out.

I think it is C.

A is irrelevant as growth in investible proportion no way relates to whether people should build a strong financial base.
B brings an alien and new idea.
D strengthens the idea as that option supports the last line of the passage " so,it is advisable that the working population give a serious thought to building a financial base for itself."

I don't have OA but I'd say there is no other option closer to weaken the conclusion than C.
