The person who knows you better and can share the strongest examples of your leadership and impact is the ideal recommender. Usually, your current role is the one in which you are making the most impact and for that reason it makes sense to use your current manager to write your recommendation. If your stronger leadership examples are from the previous role, then yes, the previous manager is a good choice. I do think it is worth a couple of lines of explanation in the optional essay or additional information space since the schools typically do request a letter from your current manager.
