Can't speak to the GMAT club population vs. the whole pool in terms of quality, but in terms of population, I think it's too small to yield 250 R1 invites. 147 people are listed as R1 applicants on the first page of this thread, so 250 invites would not even be possible.
If you're talking about the whole pool, we know from past interviews and anecdotes that approx. 30% of Booth applicants apply in R1 and 50% of applicants receive an interview. Assuming applications are flat y-o-y, we're talking about approx. 4,200 applications x 30% in R1 x 50% invited to interview = 630 R1 interviews.
