Both the original answer and your answer are correct.

The reason the original problem didn't include your answer, is because it looks like this:



The instructions say that the error is within the underlined section. But in your sentence, you also removed the word 'is', which isn't underlined! Hopefully that explains the mystery. Your sentence is right, but it isn't technically following the instructions.

Hi, IMO, for below mentioned reasons:
(A) "a Condemning" sounds incorrect (unidiomatic),
(B) GMAT prefers an appropriate action noun (provided it exists) over a complex gerund . Hence "Condemnation" is preferred over "a condemning" (even if it's a correct idiom idk).
For e.g. in case of "the raising of flag" It cannot be written in form of an appropriate action noun hence here we will be forced to go with the complex gerund phrase.
