"involving the partial delivery..." is modifying 'pregnancy'. It should modify 'Partial-birth abortion'. Therefore, options A, B and E are out.

In option D, 'in the third trimester of pregnancy' without verb changes the meaning of the sentence. Also I am am not sure but I doubt it is unclear if 'that' is modifying pregnancy or procedure.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



The first thing you have to ask yourself is whether the procedure is inherent in the third trimester, or whether it merely happens in the third trimester. Because it merely happens, you have to say it is used in the third trimester first. That leaves choices A, B and C as possible answers. ‘Involving’ in options A and B refers to the procedure of partial-birth abortion. ‘Involving’ is too far from its reference. As the options are written ‘involving’ could refer to the pregnancy. The use of commas in option C make it clear that ‘involves’ refers to ‘partial-birth abortion’. ‘Of involving’ at the end of B is less clear than ‘it involves’. Choice C is the correct answer.

I would choose option (C) as the most appropriate sentence construction:

(C) used in the third trimester of pregnancy, involves the partial delivery and the euthanasia of a fetus and is now the subject of controversy because it involves

This option presents a clear and concise statement by separating the introductory phrase "used in the third trimester of pregnancy" with a comma. It follows with the main subject "partial-birth abortion" and the main verb "involves" to describe the procedure. The sentence then continues with the explanation of why it is controversial by using the phrase "because it involves." This option provides a logical flow and effectively communicates the intended message.
