E. Because programs is the subject and it needs "ARE" to correspond. Also "to influence" is the proper as opposed to for influencing.

programs that are ...

relative clause that X needs the correct verb tense of that which is being modified (i.e., noun = plural implies verb = plural tense)

+ E has the correct idiom usage.

IMO E....
Option A and B are out because the plural is required for regulations,while these options uses "is".

Option C is out because the information cannot be seperated from the main sentence, as it is required and not an additional information.

Between D and E, there is a noun issue.The author wants to refer to a 10 year initiative, not to an initiative, which has been running for 10 years.
