On account of a law passed in 1993, making it a crime punishable by imprisonment that a United States citizen hold gold in the form of bullion or coins, immigrants found that on arrival in the United States they had to surrender all of the gold they had brought with them.

D for me ...it's a cause and effect question ... need a participle to connect it "making" is the right choice ... which leaves us with A & D

In A "a United States citizen hold gold " is not correct

so D for me .

I'm not sure on this one, D is the only one that makes the sentence meaningful and not-awkward...but I thought Gmat doesn't like sentences starting with 'Because.."

Please correct me if I am wrong

Becuase has greater pecedence than due to or on account of.

Also making is correct here
