Okay, let's just take a step back for a moment and try to understand the situation here.

You speak of a 13 year old male who wants to enroll in law school. Is he some prodigy who wants to start in the very near future, or is this goal more of a long term plan?

If he falls in the former category, then his super freaky geniusness is far beyond my comprehension, let alone any advice I may offer.

If, however, his dream is to "one day" go to a top law school, then simply remember that he is only 13 years old. At that age we usually have no earthly idea what we want in a future career. It's great to see someone with ambition, but this is a time of so much change and discovery. So instead of giving advice specifically on law school, some general suggestions will be offered:

1. School - Do good in school, in terms of grades, behavior, and extracurricular activities.
2. Volunteering - Get involved in community service. This helps youngsters mature and learn a great deal about the world outside of the classroom. It's a fun and worthwhile experience.
3. Have Fun - Work hard, but don't take things too seriously. Be outgoing, help others, and make friends.

Some of this stuff may seem rather simple, but that's all this guy needs right now (regarding his goal, at least). At 13, he has plenty of time.

Do you think USA Law Shool is better than England Law school?

I believe UK has a different law program. In UK, law is a LL.B degree, which is a bachelor's in law. In the US, law is a graduate degree. Here's a ranking guide:
