after the words "Politicians and philosophers" and then a comma we need something that describes this ppl. so, B,D and E are out
since politicians and philosophers can not be the forms of government and public discourse, A is also out.
so, the answer is C

Politicians and philosophers ," were the ancient Greeks who , laying the groundwork for much of modern society , pioneered early forms of democratic government and public discourse "

Word laying does not make sense , it is also not parallel with pioneered more over a simple past of lay would be better , laid

Hence E can be eliminated for all the above reasons

A: The original sentence suggests that "politicians and philosophers" (introductory modifier) are early forms of
government. Grammatically, looks ok, but in context- way far from correct as neither a politician nor a
philosopher is a form of govt. The ancient Greeks are.

B: modifier, modifier, early forms of govt.....politicians and philosophers are no forms of govt.
C: modifier, clause, modifier.... correct. Ancient Greeks are the politicians and philosophers.
Also, "laying" comes as a consequence of "pioneered"
D: modifier, there were pioneered (??), modifier, early forms of govt....
E: modifier, "were" unnecessary. Also, "laying" - a consequence, comes before the action "pioneered"...

Politicians and philosophers , early forms of democratic government and public discourse were pioneered by the ancient Greeks , laying the groundwork for much of modern society.

Points to look at

1. Politicians and philosophers cannot be forms of government or public discussion. They need to be compared with another noun indicating humans i.e., Greeks.
2. two phrases of the underlined part are in opposite voice.
early forms............phrase is in passive voice
    laying..............phrase is in active voice
Whereas whole sentence needs to be constructed in a single voice form.

(A) early forms of democratic government and public discourse were pioneered by the ancient Greeks , laying the groundwork for much of modern society
Incorrect due to modifier error and voice error as mentioned above.

(B) laying the groundwork for much of modern society , early forms of democratic government and public discourse were pioneered by the ancient greeks.
modifier misplacement error(early forms phrase is misplaced.) adds to other forms of error as in choice A.

(C)the ancient Greeks pioneered early forms of democratic government and public discourse , laying the groundwork for much of modern society
Correct without any errors.

(D)there were pioneered , laying the groundwork for much of modern society , early forms of democratic government and public discourse by the ancient Greeks.
there were pioneered is an incorrect modifier as it cannot modify politicians and there indicates location.
both laying and early forms phrases are misplaced as in choices A and B.

(E)were the ancient Greeks who , laying the groundwork for much of modern society , pioneered early forms of democratic government and public discourse.
Greeks pioneered forms and this advancement led to groundwork of modern society.
This sentence makes it look like politicians pioneered early forms through laying groundwork which is incorrect.

Politicians and philosophers, early forms of democratic government and public discourse were pioneered by the ancient Greeks, laying the groundwork for much of modern society.

(A) early forms of democratic government and public discourse were pioneered by the ancient Greeks, laying the groundwork for much of modern society

- We need a subject after the modifier "Politicians and philosophers", in this option "laying" (after we ignore the appositive phrase in between) cannot be the subject - Hence, A is Out

(B) laying the groundwork for much of modern society, early forms of democratic government and public discourse were pioneered by the ancient Greeks

- We need a subject after the modifier "Politicians and philosophers" as we are not having logical subject followed by modifier - Hence, B is Out

(C) the ancient Greeks pioneered early forms of democratic government and public discourse, laying the groundwork for much of modern society

- CORRECT - "the ancient Greeks" correctly follows the modifier "Politicians and philosophers". So the "the ancient Greeks" becomes the subject of the sentence and hence this option is correct.

(D) there were pioneered, laying the groundwork for much of modern society, early forms of democratic government and public discourse by the ancient Greeks

- We need a subject after the modifier "Politicians and philosophers" as we are not having logical subject followed by modifier - Hence, D is Out

(E) were the ancient Greeks who, laying the groundwork for much of modern society, pioneered early forms of democratic government and public discourse[/quote]

- We need a subject after the modifier "Politicians and philosophers" we have a verb here "were" but as the subject is split by comma "Politicians and philosophers" cannot be the subject for this sentence. Makes this sentence illogical - Hence, E is Out

Hence, Answer is C

Did you like the answer? Hit Kudos :good

Can you please help me eliminate this option as i am not familiar with the rule of comma were as mentioned by you.

Thanks in advance.

Hello siddyj94 - Happy to help.

The main thing we need to understand here is the structure of the sentence. The phrase "Politicians and philosophers" is a modifying phrase because we have a comma after this phrase and as a rule, we need a subject that is described by this modifying phrase. (In this example, 'were' cannot be the subject)

Also, as comma is used after "Politicians and philosophers" we will not be able to use verb directly after comma. The reason is we are not having a subject for the sentence and hence it becomes a run-on sentence.

Example:

Incorrect: Dogs and Cats, are good friends.
Correct: Dogs and Cats are good friends.

Hope this helps!
