why is (E) is not the best choice for q3?
my reasoning..since the speaker hints in the last line..that a policy change could easily reverse this negetive trend "insourcing" has taken, wudn't it be paramount to know whether a policy change can strengthen/weaken the said impact?
could someone be kind enough to throw some light

• Does the company have new and profitable products available with which to replace the flagship product?

- CEO only wants products whose profit margins are increasing. (so either price should be increasing or cost decreasing without affecting quantity sold)
- Inflation has raised the cost of producing the product but consumers aren't willing to pay more than the current price. (so cost is higher but sale price cannot be increased)

Recommendation: Stop producing this product

What will be useful to evaluate the recommendation?

We need products whose profit margins are increasing. Whether we have other products, whether other people will agree, all that is irrelevant. All we want to find out is whether to retain this product or not. That depends on whether its profit margin can rise or not.

• Does the company have new and profitable products available with which to replace the flagship product?

Irrelevant

• Will the rest of Company X’s management team agree with the CFO’s recommendation?

Irrelevant

• Are there additional features which could be added to the product and for which consumers might be willing to pay a higher price?

We don't know what cost additional features will come with. So even if we answer that we can add additional features which will lead to higher selling price, we still get no information on profit margin. Hence, this is not useful to evaluate.

• Is there a way to alter the manufacturing or distribution processes in order to reduce the cost to produce the flagship product?

Correct. Can we reduce cost? We know that customers are not ready to pay more for this product. But can cost be reduced? If yes, then the profit margin could be increased. If no, then the profit margin cannot be increased. This will be useful to evaluate.

• What percentage of Company X’s revenues is represented by sales of the flagship product in question?

The argument recommends sticking to Pendleton Act as it is to preserve the state of "competence, not corruption". We need to evaluate this recommendation. So we need to see whether Pendleton act should be kept as it is or it needs updation to preserve the state.

Irrelevant

• The current level of job satisfaction among government office-seekers and office-holders

Irrelevant. The target is to maintain "competence, not corruption". Job satisfaction is a different variable and how it affects competence and corruption, we don't know.

• The levels of competence and corruption in American government service between 1950 and the present

Right. If the level of competence is going down and corruption is increasing, the act may need to be modified for the next millennium. Just because it has kept the system anchored to competence till now, doesn't mean it will be successful in future too. We need to see if there are any signs of change in the last few decades which might signal a need to review and modify to prepare for the coming time.

• The number of Presidents assassinated since the passage of the Pendleton Act

Irrelevant.

• The percentage of office-holders fired or convicted on charges stemming from corruption during the first hundred years of the Pendleton Act

Again, irrelevant. We have no data to compare it with to know whether corruption has been kept down.

If that were the case, other bird species may not recover without similar efforts. So zoologists' warning may be spot on.

Irrelevant.

• What special efforts, if any, have been made to rescue native North American raptors since 1970?

Correct. We need to find whether special efforts were made to rescue the raptors or bird populations are cyclical in nature. If no efforts were made and raptors recovered on their own, zoologists might be wrong. If efforts were made since 1970 to save the raptors, zoologists may be right.
