OE:

The underlined portion of the sentence contains the comparison phrase as much as, so check that similar items are being compared. Using electricity…costs is incorrectly compared to using gas, so eliminate choice A for a comparison error and look for obvious repeaters. Because the answer choices are all constructed differently, there are no obvious repeaters. Now, evaluate the remaining answer choices individually, looking for reasons to eliminate each.

Choice B changes the comparison slightly, but using electricity… costs is incorrectly compared to using gas, so eliminate choice B for a comparison error. Choice C incorrectly compares to use electricity…costs to use gas, so eliminate choice C for a comparison error. Choice D fixes the original comparison error by comparing using electricity…costs to using gas does and introduces no new errors, so keep choice D. Choice E incorrectly compares using electricity costs to using gas, so eliminate choice E.

Choice A: No. Using electricity…costs is incorrectly compared to using gas. Comparison.

Choice B: No. Using electricity…costs is incorrectly compared to using gas. Comparison.

Choice C: No. To use electricity…costs is incorrectly compared to use gas. Comparison.

Choice D: Correct.

Choice E: No. Using electricity costs is incorrectly compared to using gas. Comparison.

The correct answer is choice D.

Choice B: Can't this be treated as an ellipse?
Since 'using gas' cannot be logically compared to anything else.

Absolutely, saying "using electricity ... costs about three times as much as using gas," is fine.

Hi, can an expert please explain why 'does' cannot be an ellipis in option B?
Also, if it can be treated like an ellipsis, does GMAT gives options with and without ellipsis?

The comparison is between two actions:

A costs three times as much as does B.

So we use 'do/does' in the second part of the comparison. Though, even without do/does, the comparison does not fall apart so it is not necessary to use 'does.' Option (B) would likely be acceptable too on GMAT. But if given a choice, I would pick the one which gives the comparison as clearly as possible.
