A increases by 40 cents every 2 years
B increases by 15 cents every 2 years

Scanning the table and sensing numbers, A will exceed B by 40 cents either in 2004 or 2006

Check 2004: from 1996 to 2004 means 4 blocks, 2 years each so A=0.4*4+6.2= 7.8 & B= 0.15*4+ 7.05= 7.65 ............> difference not equal 40 cents

To increase difference

Answer: 2006
