Does anyone know if this refers to submitting the entire application early (including video essays and recommendations)
or if they start working to match applicants with interviewers as soon as they've submitted the application form?
What is YOUR personal opinion? Do not want to offend, but I guess it's obvious, nobody would start without application fee.

Got it, you meant without essay and recs BUT after app fee. My opinion is yes, they will start matching, because they do not read application at all before interview
