Are you sure that the eligibility mail stated that you are not eligible for the program itself? It might have spoken about enrollment eligibility. The original email stated that in case one has not completed the required set of courses, she could take up those courses prior to enrollment, if admitted. The mail stated that many admitted and prospective students take up online courses from UCLA and Berkeley to meet the requirements. They had also specified a date by which these courses could be completed: week of 25th June.
Admissions decision and course-eligibility do not seem to be related at all. Just to be sure, have a call with AdCom.
